Usual time for updates is noon PST (9pm CEST) unfortunately updates have rarely been on time for the last year, I don't expect it to be there until ~midnight CEST if it comes 'today' at all, I've been told it could be delayed a day if they don't get everything done in time.

Lol, I'dd laugh if they delayed it YET AGAIN. I mean, I CAN see it happening, it's Anet after all, but still...
For a skill update that was supposed to be here April 1st (April's update, or worst case scenario 30th), they've already been given a 2 weeks / 2 weeks, 1 month delay.
How long does it take to adjust some numbers? Don't give the: "Yeah, but they need to make sure everything is balanced".
==> Does it take them 1 month + 2 weeks to realize how balanced some skills are? It's not that hard...

Well there's also coding involved and translating skills and the updates themselves, I'm not trying to justify the delay here, just saying it's a little more than just changing some numbers.

It would be pretty lame if they didn't have a fixed tool to edit skills. (As in, they don't have to rewrite the intire skill)
As for revamping skills: Aside from some if's, then's and for loops, I can't imagine why even rewriting an intire skill should take more than 2 minutes. I'm assuming they know the own language they wrote their game in...
Hmm, ok translating etc could take some while.
Imo, talking about time anyways, I think the biggest time-consumer would be coding the Hero AI to use the new skills, ow wait, they don't, nvm...

It's not just coding and translating either, everything has to go through testing/QA as well. PvE mobs also use the skills, which also hast to be tested.

Well, seeing as how it's only 12:30pm in anet land, it's still quite early. Most of the Thursday updates tend to arrive late afternoon Pacific, so I'd say we've got a few hours to wait yet.
*taps foot* >_< Linsey also mentioned adding storage to the zoo thingie, so chances are the build isn't just the skills... further delaying it, probably.
